I read on a website that they are open to all Scientologists, but im not sure as to whether they accept people into the hotel if they are non-believers.

The Hotel is there primarily to provide accomodations for those Scientologists who are studying and receiving other services, at the Flag Land Base(FLB), an international religious retreat.
However, if space permitted, it's been possible for non-Scientologists to book a room or suite at the hotel when they're willing to provide enough personal and background information to ensure, before checking in, that they will in no way jeopardize the security of other guests, staff, or confidential areas and material.
At one time, non-Scientology family members were encouraged to stay and visit with their Scientology relatives for holidays or family events.
On various occasions, non-Scientologist VIPS and celebrities have stayed at the Ft. Harrison without incident, including scientists, writers, directors, and staff of Scientology celebs.
Since the 1990's because of increased security concerns, especially following 9/11, policies are likely to have changed, Still, Ft. Harrison staff have always been quite willing to help non-Scientology vistors to find other local accomodations, as well as arrange hotel tours, and/or meals in their hotel restaurants. Some types of visitors may now be excluded by policy (such as known Church enemies) as being far too expensive to accomodate at any time, in terms of extra security man-hours, and other potential costs.
The FLB offices in most major cities around the world, usually have an accomodations specialist available to answer questions about staying at the Ft. Harrison, during regular business hours
